Rail Oversight Legislation Picks Up Steam.(Statistical Data Included)

Chemical producers are lobbying for legislation they say will "rebalance" the rail freight industry after decades of regulatory favoritism toward railroads. Most of the effort has been through CMA and the Society of the Plastics Industry (SPI). Frustration has been directed at the railroads-in particular Union Pacific (UP)-and at the Surface Transportation Board (STB), the federal regulatory agency responsible for interpreting the 1980 Staggers Act, which was designed to deregulate the rail industry.

A key Staggers Act objective was to improve safety by promoting carrier solvency. But shippers say that improving competition, the other main objective, has been ignored. …
